Summer train discount ends with automatic full-price renewals

Thousands of rail passengers who used the discounted Nederland-ticket this summer may now be paying full price without realising it.

Over the summer, travellers could take unlimited off-peak train journeys for 49 euros per month. Since 1 September, that rate has reverted to the regular price of 127.95 euros per month unless passengers actively cancel.

The subscription can be cancelled on a daily basis and costs 4.30 euros per day.

Surge in off-peak subscriptions

Before the promotional pass launched, roughly 43,000 people held the 127.95 euro subscription. When the price fell to 49 euros, user numbers climbed to 400,000.

About 75,000 subscribers remain active. Roughly one in five pass holders is over 65 and already received a discount, meaning they continue to pay roughly half the full price after September.

TU Delft transport policy professor Bert van Wee reviewed the figures and estimated that up to 11,600 of the 32,000 new subscribers may have rolled over unintentionally.

Email reminders and rollout issues

NS stated that it emailed every customer three days before the promotional rate expired to alert them. The rail company noted it cannot tell whether customers kept the pass intentionally or by mistake.

Last month, NS chief executive Wouter Koolmees acknowledged that the rollout was not flawless because it had to be organised quickly.

Passengers reported that communication could have been clearer, noting they would have preferred an option to opt out in advance. Customer service also handled numerous billing questions in August because the promotional discount was sometimes spread across multiple invoices.

Future plans for cheap rail travel

The Dutch initiative drew inspiration from Germany’s Deutschlandticket, which launched in 2022 and currently costs 63 euros per month.

The political party GL-PvdA proposed the Dutch pass as an alternative to rising petrol costs. Initiator and member of parliament Habtamu de Hoop called on NS and the government to deal generously with any travellers who ran into unexpected problems.

NS has informed the Ministry of Infrastructure and Water Management that it supports a follow-up to the Nederland-ticket, though a spokesperson declined to share further details.
