Childcare providers increasingly charging more than the rate used by the government to calculate benefits

Families on the lowest incomes pay the whole difference, and prices are expected to rise further in 2027.

Parents on low incomes are paying more for childcare as a growing number of providers charge above the hourly rate the government uses for its allowance, according to parents’ organisation BOinK.

This year the government’s maximum rate is €11.23 an hour, and the lowest earners get 96% back, paying 45 cents an hour themselves.

BOinK’s survey of more than 400 organisations found an average price of €11.82 an hour in 2026, with parents paying the difference themselves.

Prices expected to rise again in 2027

Rising staff and housing costs point to increases of 3.7% to 4.9% next year, which could take the average to €12.32 against a government rate of €11.60.

The lowest earners would then pay €80 a month instead of €70 for two days of care a week.

BOinK chair Gjalt Jellesma calls this bad news because low-income families already use far less childcare, while childcare professor Ruben Fukkink is worried as disadvantaged children benefit most.

Ministry says childcare is becoming more affordable

A Ministry of Social Affairs spokesperson says the gap has narrowed since 2023 and taxpayers are not meant to cover every cost.
