The clock that matters is 185 days.
A licence issued outside the EU or EEA is valid here for 185 days from the date you register in the Amsterdam population register, and after that it is not.
Whether you then get a Dutch licence by swapping paperwork or by taking two exams depends entirely on which country issued yours and what your tax status is.
If Your Licence Is From The EU Or EEA
It stays valid in the Netherlands until it expires, and you may drive on it the whole time.
You can exchange it for a Dutch one at the Stadsloket whenever you want, which is worth doing before it expires abroad rather than after.
Exchange means handing in the old licence: you do not keep both.
If Your Licence Is From Outside The EU
You have 185 days from registration, and that period does not restart if you leave and come back.
A licence issued by a country on the Dutch designated list can be exchanged without any test, and the list is short and specific.
Separately, anyone who holds or has held the 30% ruling can exchange a licence from any country without retesting, and so can their partner and adult children on the same terms.
That exemption is the single most valuable thing on this page for people arriving on a highly skilled migrant permit, and it is time-limited, so use it early.
If neither route applies, you take the Dutch exams from scratch, regardless of how many years you have been driving elsewhere.
Getting A Dutch Licence From Scratch
Everything runs through the CBR, the national driving examination authority.
You start with a Gezondheidsverklaring, a health declaration submitted online through Mijn CBR with DigiD, and you cannot book the practical exam until it is approved.
If you have declared a condition it can take weeks, so file it at the beginning rather than when you feel ready to drive.
The theory exam is booked directly with the CBR and can be taken in English at several test centres.
It covers hazard perception, traffic rules and traffic insight as three separate sections, and you must pass all three.
The practical exam is booked through a driving school, not by you, and the school also supplies the car.
What costs money is lessons, not exams, and experienced foreign drivers routinely need more of them than they expect because the Dutch test is scored on anticipation and on interaction with cyclists rather than on car control.
Get quotes for a package rather than per-lesson rates, and check what happens if you fail: some schools include a retest, most do not.
Categories, And What Each Covers
B is the ordinary car licence, and a Dutch B licence automatically includes AM, so it lets you ride a moped without any further test.
AM on its own is the moped licence, available from 16.
A1, A2 and A are the motorcycle categories, stepped by engine power and by age.
BE adds a heavier trailer to a car licence, and C and D are lorries and buses.
A Dutch licence is valid for ten years and is renewed at the Stadsloket, with a medical check required from 75.
Collecting It, And Keeping It Valid
You apply for the physical licence at a Stadsloket after passing, and collection takes about a week, with a faster option at extra cost.
Book a Stadsloket appointment online rather than turning up, because the counters work by appointment.
Bring valid ID, a passport photo that meets Dutch requirements, and your BSN.
Carry the licence when driving: producing it later is not an alternative.
Frequently Asked Questions
How long can I drive on my foreign licence?
An EU or EEA licence is valid until it expires.
A non-EU licence is valid for 185 days from the date you register in the Netherlands.
Can I swap my licence without taking a test?
Yes if your issuing country is on the Dutch designated list, and yes if you hold or held the 30% ruling, which extends to your partner and adult children.
Otherwise you take the theory and practical exams like a new driver.
Can I take the theory exam in English?
Yes, the CBR offers it in English at several centres.
The practical exam can also be taken with an interpreter, arranged in advance.
What is the Gezondheidsverklaring?
A health declaration filed online with the CBR using DigiD, required before you can be examined.
Approval can take weeks if anything needs assessing, so file it first.
How much does it cost?
The exam fees are fixed and published by the CBR; the variable is the number of lessons, which is where nearly all the money goes.
Compare package prices between schools and check whether a retest is included.
Does my Dutch car licence let me ride a scooter?
Yes - category B includes AM, so a moped needs no further test.
A helmet is still required on a bromfiets, and inside the A10 ring on a snorfiets too.
How often do I renew?
Every ten years, at a Stadsloket, with a medical assessment required from age 75.
Renew before it expires, because driving on an expired licence is treated as driving without one.
