The municipality of Amsterdam is looking into new rules that could require heavy construction machinery to be completely emission-free. The proposed mandate would apply to excavators, aerial work platforms, road rollers, demolition cranes, pile drivers, and bulldozers.
The measure is part of a broader set of environmental proposals currently being studied by the city. Municipal officials have stressed that the plans are not yet final and were not originally included in the coalition agreement between Pro and D66.
City officials say extra measures are necessary to meet new air quality standards that take effect in 2030, as well as to lower the city’s overall carbon emissions.
Concerns from the building sector
While many types of heavy machinery can technically run on electricity, sustainable equipment is more expensive to purchase and operate.
The proposal comes at a time when many residents are struggling to find housing and developers have already raised concerns about strict local sustainability demands.
Industry organisation Bouwend Nederland has expressed skepticism about a mandatory switch to zero-emission equipment. The group warned that the high investment costs pose a significant financial risk, particularly for small and medium-sized contractors.
Tougher rules for cars, boats, and taxis
The city is also considering stricter policies for passenger transport and waterways.
Commercial vehicles are already required to be electric to access the city centre, but an earlier proposal for a full zero-emission zone for all passenger cars by 2030 fell through due to a lack of national regulations.
In response, Amsterdam is now weighing stricter conditions for older petrol-driven cars, including when residents apply for parking permits.
On the water, the existing zero-emission zone in the city centre could be expanded to other neighbourhoods, and petrol or diesel boats may eventually be denied permits. Another proposal under review would restrict access to designated bus lanes exclusively to electric and hydrogen taxis.
