Houseboat residents speak out on Borneokade swim jetty

A long-running neighborhood dispute over a popular swimming spot on the Borneokade has reached boiling point after multiple court cases. The houseboat owners have agreed to relocate to Javakade under specific conditions.

A neighborhood conflict over an unofficial swimming jetty on the Borneokade has intensified after years of legal disputes, protests, and council interventions.

Houseboat residents Jantien de Laaf and Wieger van Aalderen, who also operate a bed and breakfast beside the jetty, say summer noise has made daily life unmanageable.

The couple initiated their first legal challenge against the council in 2011 and have since fought seven to nine court cases over the issue.

Years of legal disputes

The jetty has grown increasingly popular with swimmers from across the city, drawing complaints of extreme noise from the houseboat owners.

Multiple measures by the municipality have failed to resolve the situation, including a temporary swimming ban, shortening the structure, and erecting fences.

On April 29, the Council of State ruled in favor of the houseboat residents, ordering the municipality to enforce noise regulations.

The council subsequently erected fences across the jetty on May 29 without prior notice to the neighborhood, sparking anger among local swimmers.

Planned relocation to Javakade

The houseboat owners report facing threats following media attention, while local supporters of the jetty argue that few recreational spots exist in the area.

East district administrator Zeeger Ernsting stated the municipality has consistently sought a balance between opposing neighborhood interests.

A potential resolution is now in progress, with Van Aalderen and De Laaf agreeing to move their houseboat to Javakade.

Their agreement requires that commercial inland vessels moor at least 25 meters away, though current Javakade residents have already voiced concerns about the move.
