The Dutch Labor Inspectorate has imposed fines totalling 316,875 euros on Amsterdam gym chain Saints & Stars.
According to the inspectorate, 25 people worked at the gym without valid work or residence permits.
The issues first emerged in June last year following an investigation into working conditions for 23 Filipino and Indonesian cleaners.
A period of legal disputes followed, including a demand by the gym that the inspectorate remove press releases about raids at its locations.
Fines and wage violations
The inspectorate issued three separate penalties for violations of foreign national employment rules, minimum wage legislation, and working hours laws.
The largest penalty of 234,375 euros was imposed because 25 employees lacked valid employment or residence papers, while the identities of three workers could not be established.
An additional fine of 60,000 euros was issued because inspectors could not verify hours worked or confirm whether employees received the minimum wage for all their hours.
Saints & Stars accepted full responsibility for the findings in a written statement, with chief executive Tom Moos offering an apology to the staff involved.
Risk of closure
In addition to the financial penalties, Saints & Stars received two formal warnings from authorities.
The Labor Inspectorate noted that it can order the gym to shut down its operations if further labor violations occur.
